In response to poor Pool and Spa Inspection Studies, the CDC recommends public pool and spa users to test the chlorine and pH themselves. In partnership with the CDC, http://www.healthypools.org is offering free test strips to the public.
According to the CDCs most recent Pool Inspection Study:
http://www.cdc.gov/mmwr/preview/mmwrhtml/mm5919a2.htm
Hotel and Motel pools were the second most common type of pool to be closed based on poor inspection results, and also the second highest type of pool with chemistry violations.
Although the CDC began making these recommendations several years ago, I doubt many travelers have heard about, or follow these warnings.
